Interest sought from companies for desalination plant

The Victorian Government has called for expressions of interest from the private sector for the construction and operation of the desalination plant to be built in Wonthaggi, Victoria.

Victoria’s desalination plant, the largest in Australia, will be delivered as a Public-Private Partnership, which includes construction and operation of a desalination plant, an 85 kilometre transfer pipeline, delivery of power supply for the project and the purchase of renewable energy.

By the end of 2011 the desalination plant will provide 150 billion litres of new water regardless of rainfall enabling Victoria to meet the challenges of climate change and a growing population.

Market testing has been very positive, with several major local and international corporations interested in being involved in delivering the project with a number of bidding consortia expected to be bidding.

The Public Private Partnership (PPP) will be delivered under the Government’s Partnerships Victoria policy.

Water Minister Tim Holding said bids received in response to the proposals would be tested against the Government’s quantitative benchmark, the Public Sector Comparator (PSC), and will need to meet public interest tests.

Applications close 2pm AEST on Thursday, 24th July 2008. The Expression of Interest stage of the tender process will be followed in late September by a request for proposal.
